There were no matters arising. 140. Parishioner’s Written Requests
(1) Anonymous request Councillor H received a request from an anonymous parishioner which outlined the following: He/she strongly objects to the Parish Council allocating £45,000 to the development of the recreation ground. He/she raised concern over the well on Firbeck Lane. He/she complained about the animal sanctuary and asked that it be shut down. Councillors discussed the points and asked PC Shaun Rhodes to look into the well on Firbeck Lane. Councillor H added her concern over the animal sanctuary with particular regard to the muddy water which runs onto the main road. Councillor T suggested that the owners need to make proper provision for drainage on the site. Resolved: (1) PC Rhodes looks into the well situation on Firbeck Lane. (2) The clerk reports the drainage concern to Streetpride. 141. Items under Review
a) Use of Recreation Ground (1) LRGDC The clerk received a letter from the Big Lottery rejecting the pre-application proposal on the grounds that the development is not ‘innovative’ enough. After a discussion with a member of the Big Lottery team, the clerk completed a second pre-application. The clerk has also completed a bid for the RMBC Play Strategy Big Lottery bid which can be progressed if the LRGDC bid is unsuccessful. Resolved: The clerk and Councillor G keep Councillors informed of progress. (2) CCTV System
Councillor G received a revised quote form Riber Surveillance which included the following changes: a. Change the 3 vista VVRD4V9C 1/3” format CCD fixed colour dome cameras to 3 vista VVRD4V9D/N 1/3” format CCD fixed colour dome cameras c/w infra red LED’s. b. camera column 1 – change the 2 derwent 300/F/730 uniflood 60 degree, 730 nM infra red lights to 2 raytec RM100-AL-50-100 degree 850 nM infra red LED’s. c. change the existing 2 derwent 500/F/730 uniflood 60 degree, 730 nM infra red lights locate don the roof of the village hall to 2 raytec RM100-AL-50-100 degree 850 nM infra red LED’s. d. data protection pack 30 x 700 MB CD rom and incident download pack e. Annual maintenance Original quotation £7155.00 Revised quotation £8775.00 Councillors discussed the changes in detail; Councillor G proposed accepting the quote subject to a discount; Councillor L seconded the proposal; Councillors voted in favour of the proposal. Councillor G added that LRGDC would be applying to Awards for All to cover the £3569.00 + VAT for the tower which covers the playground area. Resolved: Councillor G arranges for the CCTV upgrade to be carried out. b) Laughton Planting Scheme
(1) Planters at top of Brookhouse Lane and outside Pear Tree Farm The Clerk prepared drawings of each of the planters for RMBC who advised that a planning application needs to be completed, along with an application to Streetpride for permission to build on the land which is owned by RMBC. The village signs also require the suitable permissions and will be included in the application. The clerk asked if Brookhouse Village Association could add their proposed village signs to the application to keep costs down. Councillor agreed in favour of the request. Resolved: The clerk obtains permission before completing the planning permission forms. (2) Planter at St John’s Road entrance (near church)
The clearance work is due to be carried out during the next month. c) Anti-social behaviour throughout Laughton
Nothing to report. d) Drainage problem on Rotherham Lane
The drainage problem has not improved and continues to be reported. e) Traffic concerns on Slade Hooton Hill
The clerk has reported defects on the road via the Streetpride hotline 01709 336003, although no major improvements have been noted as yet. Councillors asked the clerk to report the overgrown hedges and trees. Resolved: The clerk reports the matters to Streetpride via the hotline. f) Streetpride
The Clerk has received forms for the Devolved Budget requests 2007/08 and asked the clerk prior to the meeting to consider items for inclusion. Councillors decided on the following items: • 2 fingerpost signs – exact location TBC • Replace bin next to seat on Carr top • Clean and replace bollards in Brookhouse • Litter bin in Slade Hooton – exact location TBC • Litter pick on Brookhouse Lane, Rose Lane, Carr Lane, Eastfield Lane, Hooton Lane. Resolved: The clerk completes the bid and returns forms to RVSA by the deadline in March. g) Provision of Community Garden/Burial Area
(1) Footpath Extension Work should be completed within the next few months. The invoice will not be paid until all works have been completed. h) St John’s Road Allotments
The clerk and Councillor G attended the AGM of the Laughton & District Garden & Allotment Society held on Sunday 11th February 2007. The clerk notified tenants of the rent & rates for 2007/2008 which have been set at: Half plot £9.50 Full plot £19.00 Third plot £7.00 The clerk referred a concern over foot baths for the inspection committee to the Animal Welfare Officer at RMBC. i) RVSA
Councillor K attended the February meeting and provided feedback on the changed structure of the Assembly. j) Japanese knotweed on recreation ground
Nothing to report. k) Land Registry – Deeds for recreation ground and village hall
The Clerk obtained a verbal quote of around £450 to £500 for the administration work. Councillors asked the clerk to obtain further quotes. l) Laughton-en-le-Morthen Spending Plan (1) Village entrance signs The Clerk has received two quotes for the three entrance signs as follows: Harry Stebbing Workshop 1 off 750mm wide x 900mm tall aluminium panel with single 120mm x 120mm x 2870mm Oak post with heavy stove enamelled steel ground socket. 2 off 1200mm wide x 600mm tall aluminium panel with 2 x 100mm x 100mm x 1700mm Oak posts with heavy stove enamelled steel ground sockets. The total price for all three signs will be £2,235:00 + VAT. This price includes delivery Total £2626.13 Signs of the Times
1 off 750mm wide x 900mm tall aluminium panel with 4 metre 76 mm diameter steel post 2 off 1200mm wide x 600mm tall aluminium panel with 2 x 100mm x 100mm x 1700mm steel posts Price for three signs will be £ 2433.05 + VAT. This does not include delivery. Total £2858.83 Resolved: A decision will be made once permission has been sought from RMBC. (2) Fingerpost signs The clerk and Councillor G carried out a survey of the possible sites for the signs and found that the two proposed sites were already very congested with lamp posts and signs. Resolved: A further survey of possible sites needs to be carried out. m) Slade Hooton Spending Plan 2006/07
Councillor Q has obtained a quote from a local Blacksmith to construct the frame for the map case at a price of £360 including VAT The GRP map has been quoted at £760 + VAT = £898.99 Total price £1258.99 The map case will be sited under the bridge at Slade Hooton on the entrance to the public footpath which leads down to Roche Abbey. The structure requires planning permission and will be added to the application for the signs and planters. Resolved: Councillor Q will bring the written quotation to the next meeting.
n) Brookhouse Spending Plan 2006/07
The clerk put forward a request from Brookhouse Village Association to plant 100 metres of mixed hedging along the verge underneath the viaduct in the village. The work will be carried out by RMBC who have the necessary permission in place to carry out the planting. The quote for the works is £498.56 including VAT. Councillors voted in favour of the proposal. o) Precept Allocation to the hamlets 2007/2008
Councillors discussed the rules relating to the allocation of the precept and its success over the last financial year. Councillor K raised concern over when the money should be spent by, with particular regard to the requests from Brookhouse and Carr. It was agreed initially that the money had to be spent by 31st March 2007, but Councillor G proposed that if the money has been allocated to a particular project and quotes have been received, then it should be allowed as part of the current budget. Councillor T seconded the proposal and Councillors voted in favour. With regard to the forthcoming allocation for 2007/2008, Councillor G proposed giving £35 per household as was allocated for the financial year 2006/2007. Councillor K suggested adding 3% to keep in line with inflation. Councillors discussed the suggestion and decided to keep the allocation at the current rate of £35 per property, with an annual review set for February each year. Resolved: The clerk writes to each of the hamlets regarding the allocation which is set as follows:
Brookhouse - 37 properties x £35 = £1295 Carr - 28 in Carr + 2 in Newhall = 30 properties x £35 = £1050 Slade Hooton - 24 in Slade Hooton + 3 in Roche Abbey Mill = 27 properties x £35 = £945 142. Police in the Community a) Crime figures Crime figures were supplied by PC Shaun Rhodes covering the period 10th January to 14th February 2007, as follows: Newhall – No recorded crimes Brookhouse – 2 recorded offences: burglary on Main Street 14/01/07; theft from a motor vehicle 14/01/07 Slade Hooton – 1 recorded offence of theft of a motor vehicle on 14/01/07 Carr – No recorded crimes Laughton En Le Morthen – 2 recorded offences: section 47 assault on Kingswood Avenue 24/01/07; arson on School Road 30/01/07 143. Village Hall Issues a) Trees in Recreation Ground The work has been completed and an invoice is included in the accounts section. The invoice is greater than the original estimate as the work took longer than had been expected. b) Electrical wiring
Councillor G presented two quotes Councillor G explained that Mr Manns currently carries out inspections every week and keeps a log which is produced for the annual fire authority inspection. The inspection includes a weekly test of the fire alarm. Resolved: Councillor G will obtain further information on the quotes and a decision will be made at a later meeting. 144. Environmental Issues
a) Brookhouse Dyke The clerk raised a concern over the number of sanitary towels found in the brook following the recent heavy rainfall. Resolved: The clerk reports the matter to Bill Greenwood, Environment Agency. b) Thurcroft Landfill

RB2006/2121 Single storey front extension with room in roof space and installation of dormer window to side at Hen House, Carr Lane, Carr Decision – The application was granted conditionally with the following conditions imposed: 01 The materials to be used in the construction of the external surfaces of the development hereby permitted shall match those used in the existing building. 02 The development shall only take place in accordance with the submitted details and specifications shown on the plan in addition to the revised from elevation plans. b. Letter from Olive Haston, Secretary to All Saints PCC The clerk received a thank you letter on behalf of the PCC for the new graveyard bins. 149. Any Other Business
(1) Councillor P raised concern over a number of bags containing building material which have been placed outside a property on School Road for some time. (2) Councillor K reported that a white van has been obstructing the pavement on Kingswood Avenue for several weeks. Resolved: The clerk obtains details of the vehicle. 150.
